Summary of the Review Process <br /> Permit Revision No. 3 was initially submitted as a Technical Revision (TR-23) <br /> on December 11 , 1991 . The Division then requested that the revision ne <br /> resubmitted as a Permit Revision and on December 18, 1991 received a revised <br /> application requesting a Permit Revision to revise sediment control for the <br /> road system at the Coal Basin Mines . Permit Revision No. 3 was deemed <br /> complete on January 2 , 1992 . The operation was granted an extension until <br /> July 2 , 1992 in order to complete review of the revision. The first adequacy <br /> letter was sent out on May 15, 1992 requesting additional information <br /> concerning the revision. A response was received on June 18, 1992 . The <br /> operator once again requested additional time in order to complete the review <br /> and the decision date was extended until July 26, 199W. Upon review, the <br /> Division issued additional adequacy concerns . Most of these were resolved and <br /> a Decision to Approve the Revision with stipulations was issued on July 17, <br /> 1992. <br /> Description of the Environment <br /> The original findings document contains a summary description of the mine site <br /> environment. There have been no changes in the areas to be mined or the <br /> findings pursuant to that description since the initial review. <br /> Mining and Reclamation Plan <br /> The operation description in the original findings document remains accurate . <br /> That description is herein updated as follows . <br /> The Rock Tunnel Project has been completed up to the approved development . <br /> However, final connection has been made to Mines #1 and #2 only. As <br /> development of the other mines occurs , and interconnection is established , all <br /> coal could be brought out through the tunnel . <br /> When operational , all coal is conveyed from the rock tunnel portal to the <br /> preparation plant by a system of overland conveyers . The off-highway diesel <br /> power trucks which originally transported the coal from the individual portals <br /> to the prep plant have been eliminated. The operator maintains the right to <br /> reintroduce the use of trucks if the demand for coal from the outlying mines <br /> increases and development from the rock tunnel to these mines has not been <br /> completed. <br /> At present the mines are in Temporary Cessation pending sale of the mine . <br /> -4- <br />
