The operator has committed to seeding all cut and fill slopes where <br /> vegetation has not established and there is some available growth medium. <br /> This will be conducted over a two-year period. The operator has also <br /> committed to planting tree seedlings on an annual basis for selected areas <br /> of the cut and fill slopes . The Division is also requesting stipulations <br /> here to submit a more diverse seed mix with more potential for ground <br /> cover and establishment and identifying what areas are to be seeded. <br /> Those stipulations are located under the Vegetation section . <br /> To facilitate repair of the channels that have established as a result of <br /> erosive discharge, the operator has committed to installing check <br /> structures in the eroded channels at field-selected intervals to reduce <br /> velocity, trap sediment and hopefully repair these gullies by infilling . <br /> A stipulation is also requested here to submit typical designs to be <br /> utilized in constructing these check dams . <br /> Stipulation 6: <br /> Mid-Continent Resources , Inc. will submit by August 28, 1992 , plan <br /> drawings and cross-sections of the check dam structures proposed for <br /> stabilization of erosionally formed gullies exceeding one foot in depth , <br /> along with maps identifying their locations . <br /> These are the highlights of the revised road drainage plan. Bonding - Rule 2.05.4(2)(d) <br /> Total bond calculated to reclaim the Coal Basin Mine complex is $2 ,993 ,000. <br /> This was calculated during the midterm review of 1991 . Mid-Continent <br /> Resources has submitted a Deed of Trust for a rock dust plant located in <br /> Carbondale with an appraised value of $3,000,000 as collateral bond . <br /> Mid-Continent Resources has committed $3,000,000 of this property value to the <br /> bond for the Coal Basin Mines . Prior to resumption of any mining operations , <br /> Mid-Continent must submit a new appraisal of which no more than 85 percent can <br /> be applied toward the reclamation bond. The proposed operation is in <br /> compliance with the requirements of this section. <br /> XXI . Sealing Drill Holes and Underground Openings - Rules 2 .05.4(2) (g) and <br /> 4.07 <br /> This section remains valid for the existing permit. <br /> XXII . Subsidence - Rules 2.05.6(6) and 4.20 <br /> On February 3, 1986, the Division approved a technical revision requesting <br /> deletion of the semi-annual subsidence monitoring for the Coal Basin Mines . <br /> The operator agreed to several conditions placed upon the approval of this <br /> technical revision: <br />
