associated facilities need to be developed and submitted for
inclusion in the permit. Roads and facilities which have no
further useful purpose should be reclaimed .
Examples include the following:
- The light use road from Mine 4 over the top of Huntsman Ridge to
the subsidence monitoring monuments .
- The Hine 1 , South Portal road .
- The road which accesses the BAT ponds below mine i .
- Pilot roads above cut or below rill which contribute to erosion
associated with Roads C and D.
- "Short cut" road between Mine 2 bin pad and Mine 3, and connected
road which accesses an air vent above the Mine 3 bench .
- Road to the upper fan portal from Mine 1 .
- Road from Mine 5 to fan portal adjacent to the AML strip pit
reclamation project.
All such roads and the facilities they access should be completely
reclaimed if they are no longer needed. If still needed for
occasional access , such roads need to be stabilized by construction
of waterbars and dips and revegetation of eroding cuts and fills .
In most cases , given the nature of the roads and their infrequent
use, the road surfaces should be ripped and seeded to provide
additional sediment control .
Problem: General state of disreoair and imoroper management of non coal
waste at oortal sites ( see NC`/ C-91-022 and NGV C-91-023)
General cleanup and maintenance , along with demolition or repair of
dilapidated structures is needed at the various portal sites .
Specific plans and timetables addressing waste management and
general site maintenance should be incorporated into the permit.
Problem:
Sedimentation from mine bench downslooes
Contributing factors :
- Long, steep, unvegetated slopes
- Avalanche chutes
- Snow removal - material pushed over downslopes
- Limited availability of suitable sites for sediment pond
construction
The current operations and reclamation plan for the portal bench
downslopes calls for no grading, revegetation or other
stabilization measures to be applied prior to final reclamation .
Unless final reclamation is to be implemented within the next year,
plans addressing interim stabilization and sediment control for
the portal bench downslopes will need to be included in the permit
revision application.
