Mined Land Reclamation Division (MLRD) <br /> Summary of Joint Inspection <br /> DAY 1 - (July 23, 1991 ) <br /> DAY 2 - (July 24, 1991 ) <br /> Participants met at 8:00 a.m. , July 23, 1991 at Sopris District Office. <br /> United States Forest Service (USFS) Mid-Continent MLRD <br /> Tony Savatos - Forest Soil Scientist Bruce Collins Dan Mathews <br /> Jack Walton - Forest Engineer M.J . Turnipseed <br /> Bud Swarengo - Forest Road Lew Thompson <br /> Construction/Maintenance Diane Delaney <br /> Mike Mechau, Crystal River Valley (USFS Volunteer) <br /> John Stichni , Crystal River Valley (USFS Volunteer) <br /> Randy Corry, Silt (USFS Volunteer) <br /> At the introductory meeting, it was established that three potential scenarios <br /> would need to be considered during the inspection and subsequent <br /> recommendations , with regard to individual portal sites and associated roads . <br /> The overall objective of the inspection is to identify measures which need to <br /> be undertaken to minimize the contribution of sediment from the Coal Basin <br /> Mine road system and portal benches to Dutch Creek, Coal Creek and their <br /> tributaries. Based on the inspection, joint Division/USFS recommendations <br /> will be developed and forwarded to Mid-Continent pursuant to MLRB Board Order. <br /> 1 . Final Reclamation <br /> This could initiate next summer if no buyer, and possibly would initiate <br /> on certain portal sites and roads if a buyer is not interested in future <br /> development of the outlying portals . Would entail full reclamation of <br /> portal sites and roads . Permit Revision would probably be necessary to <br /> accommodate USFS request that roads be "obliterated" or stabilized with <br /> no consideration for future use. <br /> 2. Maintenance of Current Status as Light Use Roads <br /> This would be appropriate if a new buyer wants to maintain periodic <br /> access or access for future development of outlying portals. Travel <br /> width reduction down to a 14 foot standard width with 22-28 foot width at <br /> switchbacks and safety pullouts would probably be appropriate , along with <br /> certain drainage modifications ( i .e. installation of water bars and <br /> additional ditch relief discharge points) along with reseeding and other <br /> sediment control measures (i .e. riprap outlets , slash checks , filter <br /> fabric fences , log check dams in gullies , etc . ) With respect to road <br /> travel width reduction , two basic options or a combination thereof were <br /> discussed. <br /> -1 - <br />
