This time frame will <br /> allow for Division review and approval of the recently submitted Technical <br /> Revision No. 18, which addresses spillway modifications for a number of <br /> ponds at Coal Basin, including pond 4-1 . The extension does not apply to <br /> Pond 023. However, since additional spillway work will be performed on <br /> Pond 023 upon approval of Technical Revision No. 18, final construction <br /> certification will not be required until completion of that work. Final <br /> certification is not required as a component of the NOV abatement. <br /> With respect to NOV C-90-050 we are approving an abatement extension until <br /> September 20, 1991 for Culvert C-3. We agree that it would be prudent to <br /> replace the culvert at low flow. Working in the channel while substantial <br /> flow persists would cause more environmental harm than it would prevent. <br /> The extension does not apply to other components of NOV C-90-050. The <br /> following abatement work is still required by July 18, 1991 : <br /> Road C (4 Mine Road) <br /> -Repair 100 foot-segment of Ditch RD-6. <br /> -Repair 150 foot-segment of Ditch RD-5. <br /> -Repair discharge areas at culverts C-IN, C-4 and C-5. <br /> -Repair or replace rusted outlet of Culvert C-2. <br />
