APPLICATION FOR SPECIAL REVIEW PERMIT <br /> Crystal Sprirricgs Coal , =rzc <br /> CQ.OAL BASIN MINE <br /> I. SUMMARY <br /> The applicant, Crystal Springs Coal , Inc. ("C.S. Coal") desires to <br /> operate an underground coal mine from surface facilities located in <br /> Coal Basin (the "Property") , formerly operated by Mid-Continent <br /> Resources, Inc. ("Mid-Continent") . The property is situated in <br /> southwestern Pitkin County, approximately 4 miles west of Redstone, <br /> approximately 57 miles from Aspen. Underground workings extend <br /> westerly, under the Huntsman Ridge, into Gunnison County. <br /> C.S. Coal intends to lease properties which include the mine site <br /> for the purpose of resumption of mining activity during the permit <br /> term. As lessee, C. S. Coal will assume responsibility for <br /> required maintenance and reclamation of the mine site, and for <br /> payment of future taxes, fees and royalties. <br /> C. S. Coal intends to resume active mining utilizing existing mine <br /> facilities. The coal produced by mining will be conveyed, stored <br /> and processed at the mine site, and then transported by truck to <br /> rail loadout facilities located near Carbondale, in Garfield <br /> County. No additional surface disturbance within Pitkin County is <br /> currently contemplated. <br /> The initial production of coal will be transported primarily to <br /> Utah for use by Geneva Steel in the making of steel products. Some <br /> additional tonnages may be sold on export markets. C. S. Coal, <br /> which intends to operate the mine, is a corporate subsidiary of <br /> Geneva Steel. <br /> The property has extensive mining improvements and has been <br /> operated for coal mining purposes for nearly 40 years. Mid- <br /> Continent has operated the mine during that period, suspending <br /> active underground operations in January 1991. C.S. Coal is not <br /> affiliated with Mid-Continent other than as lessee and purchaser of <br /> certain of its properties. <br /> Construction of the Coal Basin mine facilities began in 1953, and <br /> coal production in 1956. The coal produced from the Coal Basin <br /> Crystal Springs Coal, Inc. 4 Coal Basin Mine <br />
