Nis. Candace Thompson
NoVember 26, 1986
Page - 8
are indicated on the plan maps of specific areas in the
permit application, and their haul distances are indicated in
our reclamation cost calculations.
Revegetation.
The American Tree and Cement Company has -been
accomplishing revegetation tasks for the past ten years in
Coal Basin. Mid-Continent is convinced that the disturbed
areas of Coal Basin can be revegetated for the costs quoted
by American Tree and Cement in a manner that will result in
success standards greater than exist on adjacent undisturbed
areas. Answers to each of the MLRD concerns follow:
a. Costs submitted by Mid-Continent include
scarifying the hard packed areas (about 150 of the total area)
and dragging other areas with chainlink fence to level out
the topsoil.
b. Fertilization is not needed for the soils in
Coal Basin.
C. The hay mulch does not require crimping or
tacking. It is applied in the fall , covered all winter by
snow and well imbedded in the soil during the spring snow melt.
d. Hydroseeding is accomplished along with the
hydromulching. Costs of hydromulching of up to 15% of the
disturbed area is included in The American Tree and Cement
estimate. Water is readily available for hydromulching
throughout Coal Basin.
e. Our cost estimates for erosion control netting
is based on the actual cost of placing it on the test plots
in the vicinity of the No. 4 mine pad. In our recent cal-
culations for revegetating the mine bench downslopes we
allow $500 per acre for the netting cost with an overall cost
of $2, 093 per acre for such steep slopes . Again, American
Tree and Cement estimates that hydromulching (which does not
require netting) will cost $350 per acre for the 150 of the
Coal Basin disturbed area that is too steep for the straw
mulch.
f . American Tree and Cement quoted prices are for
Coal Basin which is located in the State of Colorado.
