w
OF'C0
pl DEPARTMENT OF NATURAL RESOURCES
! David H.Getches,Executive Director
,s/NE 6 MINED LAND RECLAMATION DIVISION
lg6* DAVID C. SHELTON, Director
Richard D.Lamm
Governor
DATE: March 4, 1986
TO: Candy Thompson
FROM: Jeff Deckler /_01
RE: MID-CONTINENT MID-TERM BOARD CALCULATIONS - FILE NO. C-017-81
I have completed my review of the Mid-Continent bond for the mid-term review.
In my calculations I have utilized Jim Herron' s original assumptions for
material volumes and equipment. I have noted some questions with respect to
these assumptions throughout the text below. The references used to calculate
the bond were: Means Construction Cost Data 1985 for demolition; CAT Handbook
15th Edition for production; and 1985 Rental Rate Blue Book for machinery
costs.
I. Demolition
I have completed estimating demolition costs and have arrived at a total cost
which generally agrees with the original estimate. However, the cost for
specific items varies widely. Using "Means" I calculated significantly higher
costs for the wash plant area, and significantly lower costs for the portals.
Mid-Continent should re-calculate the sealing and demolition costs to account
for this discrepancy.
Demolition Costs
No. 1 Mine $ 53,145.64
No. 2 Mine $ 27,994.56
No. 3 Mine $ 46,178.96
No. 4 Mine $ 37,556.33
No. 5 Mine $ 14,694.76
Rock Tunnel $ 12,839.89
Shop Area $101 ,686.80
Prep. Plant Area $303,191 .20
Refuse Disposal Area $ 6,900.00
II. Backfilling and Grading (B and G)
B and G costs for the portal benches were calculated using all original
assumptions.
B and G costs for the wash plant area were based on the plan submitted to
satisfy Stipulation No. 7 of the permit. This plan calls for possible
importation of fill , but does not state how much fill needs to be imported, or
where the fill will come from. In order to provide a conservative estimate, I
have assumed that the entire volume must be obtained from the Tunnel Muck
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel. (303) 866-3567
