This letter contains the Division' s comments, and <br /> summarizes areas on which there is agreement between Mid-Continent and the <br /> Division, and areas where further discussion is necessary. <br /> I. Demolition <br /> The Division generally agrees with the demolition costs presented by <br /> Mid-Continent. However, the following costs must be revised: <br /> 1 ) Mid-Continent must add the cost of the glory hole bin demolition, <br /> as construction of these bins is approved. <br /> 2) The cost of conveyer demolition at the Sutey Refuse area, and also <br /> for the tunnel-to-wash-plant, seem to be low. Based on the July <br /> 1986 Mid-Continent submittal , the average demolition costs for <br /> other conveyers was $10.41/foot. The current MLRD unit cost, which <br /> is based on costs developed at the Deserado Mine, is $10.32/foot. <br /> Costs developed by Schmusser for Mid-Continent averaged <br /> $14.14/foot. The Division feels that the average cost of $10.41 <br /> developed by Mid-Continent would be acceptable. This would increase <br /> the Rock Tunnel demolition costs to $132,238.00 (plus bin covers) , <br /> the prep plant costs to $223,446.00 and the Sutey demolition costs <br /> to $230,771 .00. Demolition costs should also be calculated for the <br /> conveyor stored at the old refuse pile. <br /> II. Backfilling and Grading <br /> 1 ) The Division will accept the post mine topography and associated <br /> backfilling volumes presented for the five mine benches. However, <br /> based on the Caterpillar Performance Handbook, the Division feels <br /> that equipment productivity has been over estimated by <br /> Mid-Continent.
