insure consistency in the enforcement of MSHA regulations, to increase <br /> familiarity with the mining operations, and to prioritize responses to <br /> violations. This program would consist of a team of inspectors. The <br /> current design of the mine will allow quick access to any working place, <br /> thus reducing the number of inspectors needed to effectively monitor all <br /> activities in the mine. <br /> The company has indicated to me that they feel a team of MSHA's best <br /> inspectors, assigned full time to the Coal Basin operation, would allow <br /> MSHA to monitor effectively all activities in the mine, and would be a <br /> far more effective enforcement presence by virtue of their better <br /> knowledge and understanding of the mine, the mining conditions, the <br /> objectives of the company, and the requirements of the plans. <br /> My goal is to support MSHA efforts, but without resorting to closure of <br /> the Mid-Continent mine. I believe that we can achieve a workable <br /> solution to the situation at Mid-Continent. The jobs are vitally <br /> important to Garfield County, and the safety of all the miners is <br /> important to me and to other state and local officials.
