.Co
O' STATE OF COLORADO
Fe p
rn
* p * Roy Romer, Governor o R-a
*ss' DEPARTMENT OF NATURAL RESOURCES **
v m
COLORADO DIVISION OF MINES
Hamlet J. Barry III, Commissioner
s
J 1883
°n of
DATE: November 2 , 1988
TO: Chips Barry
FROM: Joe Nugent "N
RE: Recommendations for the MSHA Team
Mid-Continent will approach the conference table with a single management team
representing both policy and technical skills.
MSHA, by virtue of its internal structure, separates the two. A negotiating
team from MSHA must therefore incorporate both divisions.
For technical expertise I would like to suggest two individuals:
Mr. Jack Teasdale
Mr. Tony Turyn
Jack is a past district manager and has worked for industry. He can
translate, with credibility, technical issues to policy terms.
The policy makers on the team will have the lead role and make final
recommendations to Mr. Spicer. I have three names to recommend:
Mr. Dow Phillips, District 4 Manager
Mr. Ken Dixon, District 7 Manager
Mr. Ken Howard, Arlington Office
The actual selection will of course depend on schedules. The two district
managers offer the advantage of perspective. Howard, who I think works as
Jerry Spicer's deputy, can provide accurate communication to the top.
Other names could be presented, but I would need to look at a current
directory.
cc: Fred Banta
Ron Cattany
1202F/scg
1313 Sherman Street, Denver, Colorado 80203 866-3401
