A negotiating <br /> team from MSHA must therefore incorporate both divisions. <br /> For technical expertise I would like to suggest two individuals: <br /> Mr. Jack Teasdale <br /> Mr. Tony Turyn <br /> Jack is a past district manager and has worked for industry. He can <br /> translate, with credibility, technical issues to policy terms. <br /> The policy makers on the team will have the lead role and make final <br /> recommendations to Mr. Spicer. I have three names to recommend: <br /> Mr. Dow Phillips, District 4 Manager <br /> Mr. Ken Dixon, District 7 Manager <br /> Mr. Ken Howard, Arlington Office <br /> The actual selection will of course depend on schedules. The two district <br /> managers offer the advantage of perspective.
