-2-
I believe that safety violations must be remedied, and I do not believe
that safety standards should be reduced. I am concerned, however, that
the intensive MSHA effort to cite current problems in a non-prioritized
fashion may prevent Mid-Continent mine officials from developing and
implementing both short and long-term plans to upgrade the safety of the
mine. Constant inspections, citations and closure orders, coupled with
mandatory re-working of solutions already implemented, has essentially
brought the mine to a standstill .
Given the the apparent continuation
,6 OA ofAproblems, I agree that much needs to be done. Based onArecent
discussions with the operator, I believe that the mine management is now
making a good-faith effort to improve conditions. The hiring of
Mark Skiles and Jim Kaiser indicates a new company attitude toward
safety. Lost time due to accidents is now down 75 percent from 1987.
Given all the above, I would like to
ce -e to develop short and long-term strategies to insure
company compliance with federal mine safety standards. _ e
/ s u bst-a e
e,
.6 awT-e •... y,,,, o.. y.. 4 ....tic ,c.-C-, 7
Jack T asdale, (Arlington Office - technician)
Warren A Brews (Ventilat' xpert) ✓ e ~., J.4--•
Tony Turyn (Tech ian) 'yn0
J Ed Miller )
Dow Ph' ips, District 4 Manager
Ke i xon, Di tri ct 7 Manager
en Howard
, Arlington Officee C
V-1 Don i chell , Utah Power and Light Ventilation Expert (Pennsylvania)
