John M. DeMichiei
District Manager
Mine Health & Safety Administration
P.O. Box 25367
Denver , Co 80225
Dear Mr . DeMichiei,
Thank you for your letter of October 24 , 1988 concerning
the conclusions you have reached pertaining to methane liberation
and dust control from your increased inspection activity at our
Dutch Creek Mine. Your findings coincide fairly well with the
data we have obtained from the operation of our property. We
have always known that our greatest opportunity for production of
coal with relatively low methane liberation rates is from long
wall production in the M Bed ( No. 2 Mine) .
We are not surprised by the greatly increased methane
liberation in developement section 212 and 213. This is caused
by mining in an area which was not undermined by the "B" Bed
mining and therefore was not destressed and degassed. To corre-
late methane liberation in an area which has not been undermined
with the area in which we are presently mining is not sound
engineering.
We will endeavor to have in your hands by November 14 , 1988
a proposed plan which will control the methane and dust per the
data which you submitted to us. This plan will be developed by
registered professional mining engineers for your review.
Thank you for your offer to supply assistance. We will
probably want to take advantage of this offer.
Sincerely,
?Pres
A. Reeves
ident
JAR/dle
