INTEROFFICE MEMORANDUM <br />TO: <br />ROB ZUBER <br />FROM: <br />JANET BINNS <br />SUBJECT: <br />COLOWYO RN3 ADEQUACY RESPONSE REVIEW <br />DATE: <br />10/1/2012 <br />I have reviewed Colowyo's responses, receive July 30, 2012, provided to me on August 27, 2012, to the <br />Division's adequacy letter dated May 29, 2012. <br />The following comments are a result of my review: I have kept the numbering the same as the Division's <br />May 29, 2012 Adequacy letter. <br />Reclamation Plan <br />3.b. The duplication of text and pagination issues have been resolved by Colowyo's submitted of a <br />reformatted Section 2.05. This response is acceptable. <br />3.c. Colowyo provided a thorough explanation of the process and decisions involved with the <br />determination of reclamation success criteria for the Sagebrush Steppe community. The Division finds <br />this explanation adequate. <br />3.D. I had originally asked this question in my Memo to you, dated May 14, 2012. I find Colowyo's <br />response to the question adequate. However, the question pertains to Alluvial Valley Floor determination <br />at the Gossard load out area. Since this question is also a hydrology concern, I request that the team <br />hydrologist (Rob) review Colowyo's response as well. <br />3.e. Colowyo adequately responded to the Division's concern, and removed the text in question from the <br />reclamation section of the PAP. <br />Topsoil Removal Plan <br />5.a. Colowyo's response is acceptable. <br />5.b. Colowyo's response is acceptable. <br />5.c. Colowyo's response is acceptable. However, there is no pagination on the revised Table 2.04.9 -7. <br />This makes it difficult to locate in the PAP and in the Division's image system (laserfiche). <br />8. Reclamation Cost Estimate <br />Colowyo provided responses to Mass Balance values and worst case permit term disturbance on August <br />17, 2012. I will incorporate the additional information into an updated reclamation cost estimate in the <br />new CIRCES system. I will provide you my updated estimate under separate cover. <br />
