Corley's report of Pond 5 having a water level of 21 inches below the top of the vertical
discharge pipe is accurate. It was a heavy rain but all of the ditches, culverts and water bars in
the permit area handled the runoff as intended.
I inspected Pond 5 water and the shore line of Pond 5, the inlet culverts and the rip -rap inlet drop
for evidence of oil. There was no oil sheen on water and no remnants of any oil on any
vegetation.
I inspected the backhoe and motorgrader areas. Tracks in the mud (car & footprints) were
observed at the Backhoe but none at the motorgrader. There was no sign of oil having
been carried away from the machines sites by water. Oil would have left residue near plant roots
and debris. The parking spots appeared the same - - photos of 09 -28 -2012 will confirm that.
What landowner Corley or his representatives saw or thought they saw concerning washing away
of oil contaminated soil appears to be false.
Item 4 of the Corley 09 -27 -2012 complaints (the green gates): The distance from County Road
15 to the "green gates" is 0.65 mile on County Road 92. An interesting fact is that the county
has not maintained 'any' of County Road 92 inside the gates nor outside the gates since
Southfield ceased operations in 2001. That said, it should be obvious that the gates across
County Road 92 are not the reason for lack of maintenance by the county.
I will be sending you photos of my inspection next week.
George P
