Compliance With Mine Plan NA - Support Facilities Not On-site <br /> N - Other N - Special Categories Of Mining <br /> NA -Processing Waste N - Topsoil <br /> COMMENTS <br /> A partial inspection of the Seneca 11-W Mine was conducted by Marcia Talvitie of the Division. <br /> The inspection occurred between 9:45 a.m. and 12:00 noon on Tuesday, Sepbember 18, 2012 <br /> and continued on September 20 between 1:00 p.m. and 3:00 p.m. Roy Karo was available to <br /> represent the operator, Seneca Coal Company (SCC) on the morning of thel8th; I was joined by <br /> Jay James (SCC consultant) and Brian Len, P.E. (of NWCC)that afternoon. <br /> Skies were clear, although hazy from smoke generated by fires in Wyoming, and temperatures <br /> reached the upper 70's during both days. <br /> In the spring of 2011, due to an unusually high accumulation of spring snow, the reclaimed areas <br /> of this mine experienced a number of landslips and slumps. These are described in a memo from <br /> the Colorado Geologic Survey dated Aug. 31, 2011. One purpose of this inspection was to <br /> observe the progress made by SCC, to date, in the repair and mitigation of the features identified <br /> in the CGS memo. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Mr. Karo said the area received very little precipitation during the summer of 2012, with the <br /> exception of two storm events in July. He estimated that one storm dropped 4 inches of rain and <br /> the other poured down 5 inches. These two events caused significant damage to a number of the <br /> channels that SCC had reconstructed in previous years. <br /> Pond 016 Watershed <br /> • Drainage channels PM-2A (Photo 1) and PM-213 in the basin above Pond 016 were being <br /> reconstructed at the time of the inspection.
