The Division has concluded that the <br /> reclamation cost estimate for the Sutey coal refuse pile in the amount of <br /> $205,252.00 was correctly estimated and the reclamation cost estimate for the <br /> tunnel to wash plant conveyor system should be revised to $307,138.00. <br /> The reclamation cost estimate for the Sutey coal refuse pile completed by <br /> Schmueser Associates did not consider reclamation costs for reclaiming the <br /> topsoil stockpile area, reclaiming the stream diversions, or reseeding beneath <br /> the conveyor. In addition, the 10 percent charge for administration and <br /> overhead was not included with these considerations, the division concludes <br /> that the amount of $205,252.00 is proper estimate. <br /> The reclamation cost estimate by Schmueser Associates for the tunnel to wash <br /> plant conveyor system did not include the hourly cost of operation (Rental <br /> Rate Blue Book, 1985) in the machine cost per hour.
