C-017-81 <br /> Dear Candace: <br /> This letter is to address the stability problem on the north <br /> side of the Sutey coal refuse area main topsoil pile. Our <br /> efforts in 1985 were unsuccessful due to the excessive <br /> amount of precipitation (over 40") which fell throughout the <br /> year . The topsoil pile and adjacent access areas never <br /> dried out . We would propose a schedule for 1986 that would <br /> include the following : <br /> The excavation of the material directly adjacent to the <br /> slump area and the lane back of the slope in that area <br /> within 30 days of access to the topsoil pile (estimate <br /> August 1st) .
