Mr. Mechau is associated with two <br /> citizens groups in the Carbondale area, the Crystal Valley Environmental <br /> Protection Association" and the "Coal Creek Coalition". Mr. Mechau has <br /> invited us to address a joint meeting of the two groups on the afternoon of <br /> Monday, August 27, 1990, at the Redstone Inn. I indicated that we would <br /> attend, most probably Bill and me. <br /> Mr. Mechau would like us to address in general the Coal Program's purposes, <br /> processes, responsibilities and limitations, etc. He would like a more <br /> specific discussion on the regulatory and environmental issues at the <br /> Coal Basin Mine, and seemed to be particularly concerned with environmental <br /> monitoring conducted by the operator and the Division, with sedimentation into <br /> Coal Creek and the Crystal River (particularly sediment from road surfaces and <br /> embankments) and with final reclamation and bonding provisions. <br /> I will be talking to you both about this in more detail next week. <br /> /ern <br /> cc: Fred Banta <br /> 9234F <br />
