6.4.4 Exhibit D <br />Mining Plan <br />The Sharp Gravel Pit will target gravel 10 -15 feet deep beneath <br />approximately 10 feet of overburden. The primary commodity is gravel with <br />secondary commodity of dirt. Incidental materials not used in the road improvement <br />project will reconstruct the pit floor and lessen pit slopes. <br />Mining will proceed in approximately 80 -acre phases beginning in the west <br />half of the subject property. Beginning in the south portion of the west 1 /2 of the site, <br />mining will proceed north to the 10 acre process area located in the northwest <br />corner. Earthmoving will be performed using bulldozers and /or scrapers depending <br />on depth of plant growth material and overburden. Mining will be performed with <br />loaders. Bulldozers may be utilized during mining to maintain slopes and manage <br />stockpiles when necessary. The top ten (10) inches or depth to gravel, whichever is <br />less, of soil suitable as plant growth medium will be salvaged and stockpiled for use <br />during reclamation. Plant medium will be stockpiled in perimeter stockpiles and <br />posted as reclamation topsoil. Waste rock or overburden will be stockpiled and used <br />to rebuild the pit floor or pit slopes during reclamation. Fines or overburden <br />perimeter stormwater diversion berms will be constructed as excavation and <br />reclamation progresses. Initial project stockpiles will be placed along the south <br />property boundary. As mining progresses northward, reclamation will begin in the <br />previously mined out areas consuming the initial stockpiles. Subsequent stockpiles <br />will be either used immediately in reclamation or established on the floor of the <br />gravel pit. <br />Mining will develop a gravel pit to a depth of approximately 25 -30 feet. Bent <br />County requested a 50 foot setback from the 60 foot ROW for County Road JJ. <br />Power line, abutting neighbor and Sharp structures setback will be 25 feet. No <br />groundwater is expected at this excavation elevation; therefore no impact to the <br />hydrologic balance is anticipated. No acid or toxic producing materials will be <br />exposed during mining. No explosives will be used in conjunction with mining or <br />reclamation. <br />The proposed mining operation will consist of an access road south from County <br />Road JJ. Aggregate will be processed and sized using a crusher and screens. A <br />portable asphalt plant will operate on site in the processing area. Processing will <br />occur in the northwest corner of the site for the duration of the project. The control <br />van will serve as operation center for employees. All interior haul roads will be <br />temporary, reclaimed as mining progresses. <br />Comments received August 17, 2012 from Colorado State Historic <br />Preservation Office (SHPO) indicate the southern portion of the subject property is <br />located adjacent to a formally recognized segment of the Santa Fe Trail. As <br />indicated in the mine plan map, the southern portion of the property is not included <br />in the proposed affected area and this portion of the trail will be avoided. However, <br />due to the meandering nature of historic trails there is a potential for associated <br />features or artifacts to be present within the proposed affected area. In the event <br />that an unidentified archaeological resource is identified during the mining operation, <br />extraction will cease in the vicinity of the discovery and the SHPO will be immediately <br />4 <br />Revised September 20, 2012 <br />
