I reported to the mine office at 11:15 a.m., where I received <br />hazard training for the site. <br />Billy Nicholson, Trapper's reclamation foreman, escorted me into the field to inspect the various <br />mining operations that were active at the time. <br />Temperatures were warm, and the skies were mostly clear. A light smoky haze, the result of <br />fires burning in Wyoming, affected visibility in the area. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Quarterly Reports for the Horse Gulch Fill (thru 2nd Qtr 2012) and Semi- Annual Geotech <br />Reports (thru Spring 2012) were available for my review. The 3 -ring binders were located <br />on a bookshelf outside of Tonia Perkins' office. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall <br />Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials <br />4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />• Backfilling and Grading operations at the southern end of the Flintlock Pit (Photo 1) were <br />visible from the top of the Horse Gulch Fill. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 <br />Placement; Drainage Control; Surface Stabilization (Horse Gulch Fill): <br />• Construction of the Horse Gulch Fill is nearing completion.
