The <br /> Colorado Department of Agriculture administers these grants. <br /> Two types of thistle are becoming very abundant at the lower portions of Coal Basin. Plumless <br /> and Canadian Thistle are extremely thick on at least two topsoil stockpiles, and on portions of the <br /> Sutey Refuse Disposal Area, along Road A between the Wash Plant and the Rock Tunnel, and <br /> along the Overland Conveyor corridor. Smaller stands occur elsewhere within this general area. <br /> There is a growing concern that the thistle will soon start to overwhelm areas which we have <br /> reclaimed since 1995. Further, the topsoil piles obviously have to be treated prior to distributing <br /> the soil during future reclamation activities. <br /> Pitkin County has agreed to provide $1,500. 1 propose to match that amount with bond monies, <br /> as noxious weed control is a task which supports the successful reestablishment of vegetation on <br /> disturbed areas. The Forest Service will possibly provide $1,000, either in cash or by providing <br /> that value in herbicide. The grant will request that Colorado Department of Agriculture provide <br /> up to $8,000 in matching funds. <br /> The Redstone Community Association, Colorado Rocky Mountain School, Coal Basin Cattlemen <br /> Association and possibly the Crystal Valley Environmental Protection Association are all <br /> providing letters of support. <br /> I thought that the support of the Department of Natural Resources would help the grant process. <br /> To that end, I have attached a sample letter from Jim Lochhead to the Director of the <br /> Department of Agriculture. If you feel comfortable with this, would you please forward the letter <br /> to Jim Lochhead. We would like to include the letter with the grant application. Therefore, I <br /> would need the signed original by December 2, 1997. <br />
