In response
to the two issues raised, Colorado offers the following
information:
Mid-Continent Resources liquidation plan, which was approved by
Federal Bankruptcy Court, allocates a total of $3 million in cash
and services to Colorado for the purpose of fulfilling the value of
the reclamation bond. Colorado will expend the cash received in
fulfillment of the approved reclamation plan at the Coal Basin
Mine. We do not anticipate that there will be a remaining balance
in the reclamation fund after completion of reclamation operations .
Without additional funding, such as that provided by the Civil
Penalty Grant, construction of the Dutch Creek channel could not be
accomplished.
A summary of the estimated cost of constructing the channel is as
follows :
Mob/Demob $7, 500
Earth Work $81, 000
Rip Rap $19 , 000
Revegetation $7, 500
Total $115, 000
