In response <br /> to the two issues raised, Colorado offers the following <br /> information: <br /> Mid-Continent Resources liquidation plan, which was approved by <br /> Federal Bankruptcy Court, allocates a total of $3 million in cash <br /> and services to Colorado for the purpose of fulfilling the value of <br /> the reclamation bond. Colorado will expend the cash received in <br /> fulfillment of the approved reclamation plan at the Coal Basin <br /> Mine. We do not anticipate that there will be a remaining balance <br /> in the reclamation fund after completion of reclamation operations . <br /> Without additional funding, such as that provided by the Civil <br /> Penalty Grant, construction of the Dutch Creek channel could not be <br /> accomplished. <br /> A summary of the estimated cost of constructing the channel is as <br /> follows : <br /> Mob/Demob $7, 500 <br /> Earth Work $81, 000 <br /> Rip Rap $19 , 000 <br /> Revegetation $7, 500 <br /> Total $115, 000 <br />
