APPENDIX: A <br /> OMB#3045-0010 <br /> PROJECT PLAN(see:A*NCCC Project Form,page S) <br /> 1.PROJECT MISSION AND OBJECTIVES <br /> The overall project mission is the broadest, least specific statement of what a project <br /> hopes to accomplish.Mission statements should be viewed as expressions of hope and not <br /> necessarily definitions of outcomes to be achieved. "The project will address a critical national <br /> need by building low-income housing, upgrading/rehabilitating existing housing; teach Corps <br /> Members concrete skills in professional trades; and involve the community in design and <br /> construction."It is then hoped that the project sponsor will provide a written context for the <br /> project, how it came to be proposed,the community and environmental context,how the need <br /> developed and when it was recognized. <br /> 2. TASKS AND METHODS <br /> This question asks for the process and methods by which you will address the need and <br /> move towards the proposed project impact, Corps Member development, and community <br /> fulfillment. <br /> 3.ACCOMPLISHMENTS <br /> In addition to describing the service and product of a project, we need you to determine <br /> Quaatlaaltvf outcome objectives. This is easier in some cases than in others. Nevertheless, <br /> measurable effects on direct project impacts, Corps Member development and community <br /> fulfillment should be identified for every project. We can measure a project's impact by defining <br /> measurable degrees of success before the project begins. <br /> Therefore, we ask for a statement about what will change and how the change will be <br /> demonstrated. We are interested in objectives which focus on the end products of a project. For an <br /> outcome objective to be useful, it must be specific enough to allow us to determine what, if any, <br /> change occurred. Therefore, direct and demonstrable results mean that each outcome objective <br /> should include: (1) a means of measuring the quality of the result, (2) a standard of success or <br /> quality the project hopes to meet,and(3) the number of service-recipients. <br /> Project Impacts <br /> Example 1.To improve the reading skills of 200 at-risk youth through tutoring, <br /> as measured by an average increase of 5%on the school di trict'c <br /> readin: comprehension tot administered before and after the prograr1. <br /> Example 2. To increase by 35y2 community usage of the city's urban river-side <br /> park through inventory,design and restoration with standards set by the <br /> Department of Public Works an Eical Restoration she <br /> will be assessed by quantitative and attitudinal surveys administered before and <br /> after the proi ct. <br /> Example 3.The AmeriCorps*NCCC will produce 22 affordable housing units in <br /> proiect vear one each of which will be raters by a licensed b ildinQ hipector as <br /> _`of high Quality" <br /> 8 <br />
