' t
Stormwater Permit Annual Report, Coal Basin Sediment Pond Reclamation Projects
2005
Permittee: Colorado Division of Minerals and Geology
Facility Name: Coal Basin Sediment Pond Reclamation Projects
Mailing Address: 1313 Sherman Street Room 215, Denver Co. 80203
Permit Cert. No.: COR-040208
A. The stormwater permit was issued to the Colorado Division of Minerals and Geology.
The permit was issued for the purpose of completing reclamation operations at a portion of the
now inactive Coal Basin Mine. The operating permit for the Coal Basin Mine was revoked by
the Colorado Mined Land Reclamation Board in 1992. Minerals and Geology has substantially
completed reclamation of the site with proceeds received via the bankruptcy plan filed by the
former permittee. Minerals and Geology is required by statute to accomplish reclamation of this
site. The majority of the remaining work to be accomplished under the terms of this permit was
completed during the 2000 construction season. Minerals and Geology intends to apply for
permit termination in 2006.
Reclamation construction within this stormwater permit area was completed by October 31,
2000. Reclamation of twelve, formerly permitted NPDES outfalls was completed in 2000. The
Best Management Practices contemplated in the Stormwater Management Plan were completed
as construction progressed. Reclamation accomplished and the Best Management Practices
installed during the 2000 construction season are summarized here.
A portion of the mine property was recently sold. Some of the former containment ponds
covered in this permit are located on this property. The new owners have begun to develop the
property as a recreational site, thus the land use for this portion of the former mine site is
changing. Minerals and Geology has completed its reclamation obligations in this area, and has
ended its reclamation related work on private property.
2
