RATIONALE - Page 7 <br /> Permit No: COG-070000 <br /> Special Comment <br /> Most construction activities are performed in a reasonably limited area. <br /> Certain activities however cover significant areas of land i.e. sewer line <br /> construction, stream rechanneling, etc. <br /> Past and present land use can be extremely varied along the route i.e. <br /> landfills, old lagoons, etc. and may severely impact the local groundwater <br /> quality. Though the discharges are of short duration, volumes can be extremely <br /> high and of low quality. Additionally, the Division's experience has been that <br /> contractors must begin construction shortly after the contracts have been let, <br /> which in turn leaves insufficient time for collection of necessary data and <br /> permit issuance. Barring poor quality groundwater, these activities fit well <br /> into this general permit category. <br /> To accommodate these types of activities a specialized application approach is <br /> in order as follows: <br /> 1) Permit application should be by the facility owner. A transfer of the <br /> permit to the contractor can then be accomplished, if they are to be <br /> the responsible party. <br /> 2) A pre-application conference with the Division is essential. This <br /> will allow the Division an opportunity to identify special data which <br /> will be necessary for a complete application. Special data in general <br /> will consist of groundwater analysis for COD and specific conductivity <br /> at specified distances throughout the activity area, possibly every <br /> 300 feet. <br /> Should generated data identify problem areas, either the entire activity will <br /> require an individual permit which takes 180 days to obtain, or the problem <br /> segments will be excluded from certification under the general permit. <br /> Jon C.
