It is my understanding that <br /> by including a pond in the Stormwater permit,Minerals and Geology is accepting the responsibility for <br /> reclamation of the pond or pond system represented by each outfall number <br /> I have reviewed the materials submitted to the Water Quality Control Division by Mid-Continent regarding <br /> the pending NPDES permit renewal application. The following discharge points have been identified as <br /> mine water discharges by Mid-Continent. Although not specifically stated in the application,I assume that <br /> these outfalls are end-of-pipe points located within the block walls which seal the various mines. These <br /> outfalls would not be included in our Stormwater permit: <br /> Outfall Number Mine Number <br /> 002 Mine 4 <br /> 003 Mine 5 <br /> 004 Mine 1 <br /> 005 Mine 3 <br /> 019 Mine 2 <br /> 026 Mine 1 Alternate Discharge Point <br /> 029 Rock Tunnel <br /> Clarification is needed before Minerals and Geology determines whether to accept the following ponds into <br /> its Stormwater permit: <br /> 017: This pond is located at Mine 5. It appears that the intermittent mine water discharge,as well as <br /> stormwater,reports to this pond. It is unclear whether this pond can be considered under the Stormwater <br /> permit as a result of the mine discharge. <br /> 021: The Sutey Refuse Pile ponds are described as receiving both surface waters and mine water. The <br /> mine water contribution is reported in the Mid-Continent submittal to be from an underground sump. I <br /> assume that in actuality,this is the discharge from a french drain which conveys near surface ground water <br /> from beneath the facility for stability purposes. Water Quality Control Division probably should be <br /> consulted to determine whether this discharge is,in fact,considered to be mine water. If not,Minerals and <br /> Geology could accept this pond into its permit. <br /> 025: This pond is located near the Lamp House,and receives a small volume of water from the Rock <br /> Tunnel. It is unclear whether this pond is considered to be a mine water discharge point or not. If not, <br /> Minerals and Geology could accept this pond into its permit. <br />
