STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St.,Room 215
Denver,Colorado 80203 D I V I S I O N O F
Phone:(303)866-3567 MINERALS
FAX:(303)832-8106 &
GEOLOGY
MEMO RECLAMATION
MINING-SAFETY
June 1, 1999
Bill Owrnti
G
TO: Cheryl Linden,Michael Long _ ' cen Eregg or
' w,dh hei
Executive Director
FROM: Steve Renner. ?.- _-- '
; t`iithiel B Lunp
Division Directnr
RE: Coal Basin Stormwater Permit
Following my May 21, 1999 memo regarding the status of the sediment ponds at Coal Basin,I contacted
Water Quality Control Division. I requested clarification from Water Quality about whether the ponds I
noted as possible mine water discharge points were,in fact, identified as such. I was informed that the
following NPDES outfalls are end-of-pipe points. These outfalls are mine water discharge points, and
would not be included in the Minerals and Geology Stormwater permit:
Outfall Number Mine Number
002 Mine 4
003 Mine 5
004 Mine 1
005 Mine 3
019 Mine 2
026 Mine 1 Alternate Discharge Point
29 Rock Tunnel
Water Quality reported the following information regarding the other ponds which we had questions about:
017: This pond is located at Mine 5.Intermittent mine water discharge,as well as stormwater, reports to
this pond. Water Quality considers this to be a mine water discharge point. This pond would not be
included in our Stormwater permit.
021: The Sutey Refuse Pile ponds are described as receiving both surface waters and mine water.
However, Water Quality stated that this is not a mine water discharge point. These ponds could be
included in our Stormwater permit. These ponds are physically located on private property, but treat
drainage from the Sutey Refuse Pile, which is now mostly public property.
025: This pond is located near the Lamp House, and receives a small volume of water from the Rock
Tunnel. Water Quality considers this to be a mine water discharge point. If the leakage from the Rock
Tunnel into this pond were stopped, then it would not be a mine water discharge point. Until that time,
however,it would not be included in the Stormwater permit.
The status of three other ponds identified in the Mid-Continent NPDES permit renewal application is as
follows:
The 016 pond is the Rock Tunnel mine water discharge point. The Division would not include the 016
pond into its Stormwater permit.
