Please <br /> review the information and consider termination of this permit as no longer appropriate <br /> to this site, given its present and prospective uses. <br /> Permit COG-850026 was issued some years ago to Mid-Continent for the coal load-out <br /> site at Carbondale. The rationale for the 1982 permit, attached to the 1987 renewal, <br /> said as follows: <br /> This facility is a railroad loadout operation associated with the Coal Basin <br /> Mines (permit No. CO-0000396). Discharge point 001 is the outfall of the <br /> sedimentation pond that controls surface runoff from around the loadout <br /> facility. This discharge point was previously designated as 019 under <br /> permit number CO-0000396. However, because the loadout and mine <br /> sites are not contiguous, separate permits are required. The Coal Basin <br /> Mines produce approximately 1.2 million tons of coal per year which pass <br /> through the loadout. This amount is expected to increase to 3.1 million <br /> tons per year by 1987. <br /> The Mining and Reclamation Permit application to the Mined Land Reclamation Board <br /> describes operations and activities at the load-out as follows: <br /> From 15 to 20 trucks, each with a capacity of 27.5 tons more or less, <br /> make 10 trips a day to the truck dump. From the truck dump the coal is <br /> transported by conveyor belt to a 32,000 ton slot bin. The coal is stored in <br /> the slot bin until a unit train is scheduled(two or three times a week). A <br /> conveyor belt (2,500 TPH) transfers coal from the slot bin to the train <br />
