Stark <br />Colorado Department of Natural Resources <br />Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C- 1980 -007; <br />Minor Revision No. MR -387, Replace WWTP Polishing Pond with Enclosed, <br />Buried Tank <br />Dear Mr. Stark: <br />Mountain Coal Company, LLC (MCC) submits this letter, tank information sheet and <br />application form for Minor Revision No. MR -387. This revision proposes to replace the open <br />polishing pond that is part of MCC's Waste Water Treatment Plant (WWTP) system with an <br />enclosed, buried tank. This pond must be enclosed to avoid continued contributions of coal <br />dust from the surrounding stockpiles and coal handling systems that have been causing <br />high TSS levels in discharges from the pond. The WWTP effluent is a separate, "intemal" <br />CDPS outfall, but these flows do not enter state waters directly, as they are routed to and <br />contained in Pond MB -5E (another CDPS outfall) prior to being discharged to the North Fork <br />of the Gunnison River in compliance with CDPS limits. <br />MCC will be installing a prefabricated 1,500 gallon baffled polyethylene septic tank with two <br />manholes for cleaning and /or inspection access if needed.
