7. On May 1, 2012, the Division received timely comments of objection <br />from Sierra Club /Rocky Mountain Chapter (Colorado) and Citizens for Victor!. <br />8. On May 19, 2012, the Operator submitted a Mill Foundation liner <br />analysis. <br />9. On July 23, 2012, the Division issued its initial Preliminary Adequacy <br />Review ( "PAR "). Geotechnical, geochemical, and groundwater review were not <br />included in the PAR. <br />10. On July 23, 2012, the Operator waived the 150 -day decision deadline <br />The decision date was extended to September 13, 2012. <br />11. On August 2, 2012, the Division issued geotechnical PAR. On August <br />7, 2012, the Division issued geochemical and groundwater PAR. <br />12. On August 21, 2012, the Operator delivered responses to the <br />geochemical and groundwater PARs. <br />13. On August 23, 2012, the Division issues second Adequacy Review (AR). <br />14. On August 24, 2012, the Operator delivered responses to the <br />geotechnical PAR and weekly construction quality assurance ( "CQA ") reports for the <br />mill foundation earthworks from December 2011 to August 2012. On August 24, <br />2012, the Division forwarded to its consultant the Operator's response to the <br />geotechnical PAR. <br />15. Amendment AM -10 includes extending mining activities by <br />approximately nine years, extending ore processing, closure activities, and final <br />reclamation. Amendment AM -10 adds new features, including the Squaw Gulch <br />Valley Leach Facility ( "VLF "), Adsorption, Desorption and Recovery facility, a high - <br />grade mill, and expanding both the mining and overburden storage areas. Approval <br />of Amendment AM -10 would increase the affected area by approximately 470 acres <br />to a total affected area of approximately 4,670 acres. <br />16. The Division determined that Amendment AM -10 is in compliance <br />with the requirements of section 34 -32- 115(4), C.R.S. and the Mineral Rules and <br />Regulations of the Mined Land Reclamation Board for Hard Rock Metal and <br />Designated Mining Operations ( "Rules "). On October 24, 2011, the Division issued <br />its written recommendation and rationale for approval of Amendment AM -10. On <br />August 27, 2012, the Division issued Letter of Decision and Recommendation for <br />Approval over Objections. <br />17.
