September 13, 2012 C- 1980- 007/West Elk Mine JRS <br />SLIDES and DAMAGE (cont.) - The ST -02 slide area was observed from Colorado Highway 133. This area <br />remains stable. The ST -02 slide area was seeded and covered with coconut fiber matting to help protect the seed <br />and control erosion. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The coal stockpiles, especially the pile by the LRP, were all a bit smaller than usual. This was due to the fact <br />that there was no mining over the past three weeks as West Elk worked on rehabbing the F -Seam entries. The area <br />around the coal stockpiles was stable and in good repair. <br />- The Sylvester Gulch facilities area was stable and in good repair at the time of the inspection. There was a <br />shipment of rock dust being placed into the silos. The fan bench and the upper MDW pad were both stable. <br />- The area around the coal silos was stable and in good repair at the time of the inspection. <br />- The portal bench and material storage bench were both stable and in good condition at the time of the inspection. <br />TOPSOIL — Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />- The topsoil and subsoil piles along the Sylvester Gulch haul road were all well vegetated and stable, with no <br />signs of any erosional problems.
