Chuck Silengo of McClane Canyon Mining <br />(MCM) was the only operator representative present at the mine site. He did not accompany me on the inspection <br />but I spoke with him prior to conducting the inspection. McClane Canyon Mine is currently an inactive <br />underground coal mining operation and is in temporary cessation. There was no activity at the site. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked at J.E. Stover & Associates office on the afternoon of 9/19. The records <br />files are retained and updated by J.E. Stover & Associates. Inspection reports from the beginning of 2012 are <br />missing from the records file. Please also update the records files with a current Insurance Certificate. The <br />Insurance Certificate expired in June, 2012. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8, Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Weather conditions were sunny and warm and ground conditions were dry. East Salt Creek had no flow. East Salt <br />Creek and the mine identification sign at the bridge crossing are shown in Photograph No. 1. <br />Drainage structures and diversion culverts in the portal area were clear of debris and functional. The catchment <br />basins for the large diversions at the upper end of the portals area were all dry and well maintained. The mine was <br />not discharging water during the inspection. The mine discharge point to a diversion culvert is located on the <br />north side of the portals area (see Photograph No. 2).
