September 17, 2012 C- 1981 - 019 /Colowyo Coal Mine RDZ <br />this should be monitored to make sure it does not get worse. <br />Stock tanks H and K (in Section 16) were inspected and no problems were observed. <br />A dozer was constructing the EP2 Pond. <br />No problems were seen at Sump 41. <br />Culvert K contained a small amount of sediment on the upstream end; no signs of problems were seen on the <br />downstream side. Culvert M was clear and no erosion was seen. No problem was observed at the upstream end of <br />where Taylor Creek flows under the road to the loadout (10 -foot CMP culvert). <br />GENERAL MINE PLAN COMPLANCE: <br />The mine was found to be in general compliance with the permit. <br />ROADS — Rule 4.0311 Construction 4.03.1(3)14.03.2(3)❑ Drainage 4.03.1(4)/4.03.2(4)11 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br />All haul roads were in good shape. A water truck was observed controlling dust. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />An old road west of the South Collection Ditch has been reclaimed and is in good condition (no erosion, few <br />weeds). No gullies were observed on any of the reclamation. <br />SLIDES and DAMAGE - Rule 4.12: <br />The slump above the East Taylor Pond has appeared to stabilize. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were identified at the facilities area, around the raw water tanks, or the diesel tank farm. <br />TOPSOIL — Rule 4.06 ❑ Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The following topsoil stockpiles were observed for signage, weeds, erosion and other problems: the stockpile near <br />Stoker Siding Pond, 16D, and the stockpile near the Section 28 Pond.
