The following sections deal with roads defined per Rule 1.04 (111). <br />4.03.1 Haul Roads <br />The construction, location, and maintenance of haul road "A" (4 mile roadway from pit area to Gossard <br />Loadout) and haul road `B" (1.4 mile roadway from Highway 13 to haul road "A ") is discussed in the <br />existing permit document. These roads will continue to be used as part of the South Taylor /Lower <br />Wilson mining area. Refer to the existing permit document for details regarding these haul roads. <br />Due to the nature of the South Taylor Pit Expansion, Colowyo will construct and maintain a haul road <br />that will be located within the Disturbance Boundary but almost entirely outside the active mining <br />boundary. This haul road will reduce the haul length to and from the South Taylor Pit for the overburden . <br />haul trucks and the coal haul trucks as well as giving other mining related equipment a more direct route <br />from the main office /shop area to the South Taylor Pit. Access to the South Taylor mining area will be <br />through the existing mining area as well as through this new South Taylor Haul Road. <br />The South Taylor Haul Road will be constructed to meet design and construction criteria set forth in Rule <br />4.03.1(3) and will be certified upon completion by a registered professional engineer. All prudent dust <br />control practices will be followed to comply with Rule 4.17. Please refer to Map 23 — Mine Plan and <br />Map 25C for design details regarding this specific haul road. Reclamation of the South Taylor Haul Road <br />to AOC will be addressed as required by Rule 4.03.1(7) and will take place after Colowyo has determined <br />that the road will no longer be needed for operations, reclamation or monitoring, presumably during <br />reclamation of the final pit area. <br />Roads that will be constructed in the actual mining areas will constantly change as the operation <br />progresses. The "in -pit" roads will be maintained by a motor grader and regularly wetted to minimize <br />dust as required by the air quality permit. Any drainage off the "in -pit" roads will be retained in the pit or <br />diverted to the drainage and sediment control structures located on Map 33B and in Exhibit 7, Hydrology. <br />Colowyo will maintain the haul roads throughout the life of the mine with repairs including blading, <br />filling of potholes, and replacement of road surface as necessary. Likewise, watering for dust control will <br />be implemented as necessary. Other information relevant to haul roads is provided in the existing permit. <br />4.03.2 Access Roads <br />Other than the Sturgeon Access Road, there will be no changes to existing access roads for the South <br />Taylor pit expansion. <br />The existing two -track Sturgeon Road will be upgraded to allow access for construction and for routine <br />monitoring and maintenance. Map 25B provides the road design information for Sturgeon Access Road. <br />The Sturgeon Access road cut/fill stabilization seed mix is as follows: <br />South Taylor /Lower Wilson — Rule 4, Page 2 Revision Date: 07/27/09 <br />Revision No.: TR -76 <br />
