Peabod <br />Mr. Jason Musick, Environmental Protection Specialist <br />Division of Reclamation, Mining, and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />(303) 866 -3567 X 8134 <br />RE: Twentymile Coal, LLC - Foidel Creek Mine (Permit No. C -82 -056), Technical Revision (TR12 -80) <br />— CRDA Drainage and Haulroad Modifications <br />Dear Mr. Musick: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of a Technical Revision to our existing approved <br />Permit for modification of the drainage systems for the permitted Coal Refuse Disposal Area, and modifications <br />to existing haulroads to accommodate future coal haulage traffic coming from the Sage Creek Mine. The <br />drainage modifications are necessary and appropriate to more effectively address operational site drainage <br />considerations, based on the drainage patterns and flows experience over the past two years, and TC's decision <br />to not retain a access road at the northern toe of the CRDA. The haulroad modifications will involve widening <br />and minor straightening of several road segments, to better accommodate potential future increases in coal <br />haulage and related truck traffic from the West Mine Entrance to the Raw Coal (ROM) Stockpile. At certain <br />locations, these road modifications may also require extension or minor relocation /realignment of existing <br />culverts. <br />The proposed drainage and haulroad modifications will occur in areas that have previously been disturbed, so <br />there will be no new surface disturbance. Since there will be no new surface disturbance or new structures <br />associated with the proposed modifications, there will be no associated increase in reclamation requirements or <br />bond liability. With elimination of several previously permitted culverts, reclamation liability would decrease <br />slightly, but the change is so minor as to be insignificant. These modifications will remain in -place until they <br />are no longer needed to support ongoing or anticipated future mining operations. Reclamation will involve <br />removal of any culverts not associated with permanent postmining roads, removal of road surfacing materials, <br />regrading to blend the drainage and road areas into the surrounding regarded or natural terrain, replacement of <br />soil materials, and reseeding. <br />This submittal includes revised PAP text, exhibits; and maps, addressing the location, configuration, operation, <br />maintenance, and reclamation of the proposed drainage and haulroad modifications. New and revised PAP <br />materials are identified by the attached Summary of Revisions /Additions. We would like to proceed with this <br />project as soon as possible, to take advantage of favorable conditions during the remainder of the 2012 <br />construction season. We, therefore, appreciate your consideration, cooperation, and assistance in facilitating <br />timely review and approval of this revision application.
