37 <br />1 That was covered in a meeting in <br />2 February 15th of 2008 in Grand Junction with NRCS <br />3 and the division, and the NRCS provided immediate <br />4 guidance as to what topsoil stripping procedures <br />5 must be employed immediately to preserve the prime <br />6 farmland. <br />7 And also procedures were set up to <br />8 also look at the -- what we call the Bench 1 <br />9 suitable subsoil that was already placed on the <br />10 eastern portion of the Morgan property to make sure <br />11 that it met the standards of suitability, and those <br />12 suitability standards covered EC, pH, sodium <br />13 absorption, rock fragments. <br />14 All kinds of parameters were tested <br />15 to make sure that that eastern portion of the <br />16 suitable subsoil that was already placed on Morgan <br />17 met the standards that prime farmland required. <br />18 As time went on, we then submitted <br />19 all these procedures in TR 57, which Marcia also <br />20 mentioned. That was ultimately approved with no <br />21 protest. But the procedures were -- were initiated <br />22 on the ground immediately after that Grand Junction <br />23 meeting as soon as the prime farmland was announced <br />24 by NRCS. <br />25 And then as part of PR 6, we <br />
