Exhibit L - Reclamation Costs (Rule 6.4.12) <br />The Applicants reclamation cost estimate should be based on the actual cost to <br />reclaim the site as it currently exists, not on a hypothetical alternative reclamation <br />plan. That said the Applicant's cost ($0.85 /cubic yard) to "grade" is both <br />inaccurate and inadequate to "remove" the shale stockpiles from their present <br />location and properly reclaim the affected land.
