Borehole Proposal — Sanborn Creek Mine Fansite <br />Approval of COGCC Permit. <br />Dear Mr. Bowles, <br />Oxbow committed in our May 20, 2011 PAR Response to forwarding to the Division a copy of <br />the approval of the permit to drill from COGCC. Please see a copy of the Permit materials for the <br />Division information. <br />At some point in the future, Vessels Coal Gas Inc. intends to construct a methane fueled <br />electricity generation facility on the former Sanborn Creek Mine fansite. Marketing the power to <br />create an economically sound project remains one of the challenges to bring this project to <br />conclusion. Vessels remains committed to the project and is actively working on the necessary <br />details to keep the project moving. <br />We will keep the Division informed as the project continues to unfold. <br />Sincerely, <br />James A.
