PERMIT #: M- 1985 -135 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: September 12, 2012 <br />INSPECTION TOPIC: Signs & Markers <br />PROBLEWPOSSIBLE VIOLATION: Problem: The affected area boundary markers on the south and west <br />sides of the site are missing or incorrectly placed. This is a problem for failure to maintain boundary markers <br />around the affected area as required by Section 3.1.12(2) of the rule. <br />CORRECTIVE ACTIONS: The operator shall replace the boundary markers in the correct location(s). The <br />operator shall provide proof to the Division that this has been done by the corrective action date. <br />CORRECTIVE ACTION DUE DATE: 10/31/12 <br />OBSERVATIONS <br />This was a routine monitoring inspection for an active 112c sand and gravel operation conducted by Eric Scott <br />of DRMS for the Larimer County Horton Gravel Pit site. DRMS met Dennis Morrison of Logan County at the <br />site. The required site entrance posting was present, however the south and west permit boundary markers will <br />need to be replaced as appropriate to define the permitted area. No bond is required for this site as it is a county <br />government operated pit. There are large stockpiles of mined material staged remaining near the site entrance <br />that the county utilizes for road maintenance. <br />Larimer County currently has 41 acres permitted at this location. Based on the amount of vegetation growing <br />on the reclaimed walls and floor of the pit, it appears that mining has not taken place for some time. There are <br />some fairly large erosion gullies forming on the pit walls where the vegetation has not established that will need <br />to be repaired. However, if properly maintained and revegetated, the majority of the previously disturbed area <br />should be ready for release soon. <br />Please note that there is a small area of standing water on the east end of the excavation that will need to be <br />backfilled as soon as possible to avoid possible enforcement action. Due to precipitation at the time of the site <br />inspection, it was not able to be determined if the water was exposed groundwater or improperly retained <br />runoff, but in either case the issue will need to be resolved. Groundwater cannot be exposed and surface runoff <br />cannot be retained for longer than 72 hours without State Engineer's Office Division of Water Resources <br />approval. <br />Please also note that if the county wishes to expand the excavated area of the permit that they will need to <br />obtain a damage waiver agreement with the owner of the gas line that runs through the middle of the site if <br />activity will take place within 200 feet of the line as specified in section 6.3.12 of the rule. <br />Inspection Contact Address <br />Dennis Morrison <br />Larimer County <br />P.O.
