U <br />"Waste Tire Collection Facility" means any facility that aggregates or stores <br />waste tires for transport to another location. <br />"Waste Tire Facility" means: <br />(1) (a) A waste tire monofill; <br />(b) A facility of an end user or processor; <br />(c) A facility of a tire retailer or tire wholesaler that is a source of waste <br />tires pursuant to section 30 -20 -1007 or 30 -20 -1008, C.R.S.; <br />(d) A waste tire collection facility; or <br />(e) A fleet service facility. <br />(11) "Waste Tire Facility" does not include the facility of a waste tire hauler <br />unless that hauler stores any quantity of waste tires at the facility in <br />• excess of ninety (90) days. <br />"Waste Tire Hauler" means a person who transports waste tires for <br />compensation. <br />"Waste tire monofill "means any duly licensed and permitted (issued a Certificate <br />of Designation by the local governing authority) solid waste disposal site and <br />facility or section of a solid waste disposal site and facility at which only waste tires <br />are accepted. <br />"Water pollution" means the manmade or man - induced alteration of the <br />background physical, chemical, biological or radiological integrity of ground water <br />or surface water. <br />"Water treatment plant sludge disposal" means the final disposal of the <br />accumulated solids from the processing of raw water in a treatment plant of a <br />municipality or industry. <br />"Wetlands" means those areas that are inundated or saturated by surface or <br />ground water at a frequency and duration sufficient to support, and that under <br />normal circumstances do support, a prevalence of vegetation typically adapted for <br />• life in saturated soil conditions. "Wetlands" generally include swamps, marshes, <br />bogs, and similar areas. <br />"Wholesaler" as used in Sections 10 and 16 of these Regulations means any <br />corporation, limited liability company, partnership, individual, sole proprietorship, <br />joint -stock company, joint venture, or other private legal entity that sells new lead - <br />acid batteries, lubricating oil, or new tires for resale. <br />"Within- Vessel Composting" means a process in which compostable material is <br />enclosed in a drum, silo, bin, tunnel, reactor, bag, or other container for the <br />purpose of producing compost. <br />September 30, 2011 <br />40 <br />25.2 <br />
