0 <br />such as visibly contaminated sponges, soiled dressings, drapes, surgical gloves, <br />drainage sets, and dialysis wastes in contact with blood; unbroken blood vials, <br />drainage sets, dialysis wastes, suction canisters, hemovacs, or IV bags and tubing <br />(without needle attached) containing blood or body fluids. This does not include <br />contaminated animal bedding that is regulated under Section 14 of these <br />regulations. <br />"Practicable solid waste management alternative" means a materials or <br />resource recovery facility, transfer station or any other alternative to the existing <br />landfill, which the owner or operator has determined will, if utilized as an alternate <br />disposal site to solid waste management alternative: <br />(1) Increase customer's cost for solid waste management services by less than <br />100 %; or <br />(2) Not result in a solid waste management cost to the local government owner or <br />operator which exceeds one percent of that local government's total annual <br />budget. <br />"Preliminary report" means an initial report prepared by qualified professionals, <br />including geologists, land surveyors, ground water specialists, engineers and <br />others which contains technical information regarding geologic, engineering and <br />hydrologic data and site information, and other data which the Department deems <br />necessary. <br />"Processed scrap metal" means scrap metal that has been manually or <br />physically altered to separate it into distinct materials to enhance economic value <br />or to improve the handling of materials. Processed scrap metal includes, but is not <br />limited to: <br />(a) Scrap metal that has been baled, shredded, sheared, chopped, crushed, <br />flattened, cut, melted, or separated by metal type; and <br />(b) Fines, drosses, and related materials that have been agglomerated. <br />"Processed Solid Waste" means the material from a post collection solid waste <br />stream that has been separated for use in the composting process. <br />• <br />"Processing" means performing a type of solid waste disposal, including but not <br />limited to incineration, and composting. <br />"Processor" means a person who processes waste tires in Colorado for recycling <br />or beneficial use. <br />"Prompt scrap metal" means scrap metal generated by the metal working or <br />fabrication industries, including, but not limited to, turnings, cuttings, punchings, <br />and borings. "Prompt scrap metal" includes industrial metal scrap and new scrap <br />metal. <br />18 <br />September 30, 2011 <br />
