4. The Certificate of Designation will be recorded with the Rio Blanco Clerk <br />and Recorder by the Rio Blanco County Planning Department. <br />5. By acceptance of a Rio Blanco County Special Use Permit, Western Gravel <br />LLC grants to Rio Blanco County, its agents and employees, permission to inspect <br />the site during normal business hours, without notice, to assess compliance with <br />the terms and conditions of the Special Use Permit and Certificate of Designation. <br />6. Copies of any reports required by CDPHE, or any other state or federal <br />regulatory agency, must be supplied to the Rio Blanco County Planning <br />Department and the Town of Rangely within the same time limits as required for <br />the original report. <br />7. Rio Blanco County reserves the right to require post closure monitoring <br />beyond the time period required by CDPHE. <br />8. Western Gravel, LLC must implement all mitigation measures described in <br />the Special Use Pennit application, the Design and Operations Plan, the <br />Environmental Assessment, and the supporting documents. <br />9. Weeds must be controlled in accordance with the weed management <br />standards stated within the SUP application and the Rio Blanco County Land Use <br />Resolution standards. <br />10. At least 10 days prior to the start of construction and as any changes are <br />made, Western Gravel, LLC must submit an updated Emergency Response <br />notification/contact list to the Sheriff's Office and shall submit an updated <br />Emergency Response Plan as changes are made. <br />11. Bear -proof refuse containers must be provided for trash at all locations. <br />12. The volume of sound generated by the permanent equipment must not <br />recurrently exceed 65 decibels at the project boundary line. <br />13. Western Gravel, LLC must obtain all necessary permits and licenses for all <br />vehicles, portable office units, modular housing, equipment, and special mobile <br />machinery used in Rio Blanco County. <br />14. Transportation of personnel, including the employees of contractors and <br />sub - contractors must be accomplished using the minimum number of vehicles <br />possible through use of vans or car - pooling. Individual vehicles that contain <br />specialized equipment, such as welding equipment, or employees that are required <br />and authorized to drive an individual vehicle to the worksites for logistical and/or <br />short term Company's business purposes are exempt from this requirement. <br />2 <br />
