Northwest Colorado Consultants, Inc. <br />Geotechnical / Environmental Engineering • Materials Testing <br />RE: Notice of Application for Development, <br />Western Gravel, LLC. <br />Dear Mr. Harvey: <br />March 1, 2011 <br />Attn: Mr. Brett Harvey <br />7412 County Road 15 <br />Meeker, CO 81641 <br />Certified Mail/Return Receipt <br />On behalf of Western Gravel, LLC and in accordance with Colorado Revised Statute 24 -65.5 et <br />Seq., NWCC, Inc. (NWCC) is pleased to provide this letter as notification that Western Gravel, <br />LLC. (WG) has submitted an application for a Special Use Permit to Rio Blanco County, Colorado <br />for review. WG currently operates the Phase 1 area of the WRC Gravel Pit for extraction of <br />construction materials and aggregate processing at its County Road 5 facility located <br />approximately 17 miles west - northwest of Meeker, Colorado. The property is located in Township <br />1 North, Range 96 West of the 6 P.M., Rio Blanco County, Colorado. The general site vicinity is <br />shown on Figure 1 and the WG facility is shown on Figure 2. <br />As part of WG permit requirements, the approximately 20.95 acre pit must be reclaimed following <br />mining completion. WG proposes to use the pit beneficially by reclaiming as a solid waste facility <br />that would be used to dispose energy and production (E &P) drill cuttings from area E &P <br />operations being conducted throughout the area. In order to do so, a Special Use Permit (SUP) <br />must be obtained from Rio Blanco County and subsequently approved by the Colorado <br />Department of Public Health and Environment (CDPHE). <br />Currently, a public hearing has not been scheduled regarding the proposed SUP application. <br />Following county review for completeness, generally a county planning commission hearing is <br />scheduled prior to Board of County Commissioner review and hearing. A determination of the <br />SUP application will be made at the hearings. When scheduled, hearings will be open to the <br />public. Hearings will be held at the Fairfield Center at 200 Main Street in Meeker, Colorado. In <br />addition, a video conference of the hearings can be viewed at the County Annex Building at 17497 <br />Highway 64 in Rangely, Colorado. If you wish to be heard regarding the SUP application, you or <br />your representative should be present at the hearings.
