WESTERN GRAVEL E &P WASTE DISPOSAL FACILITY <br />CONSTRUCTION QUALITY ASSURANCE /QUALITY CONTROL PLAN <br />This Construction Quality Assurance /Quality Control Plan (CQA/QCP) has been prepared for the <br />Western Gravel E &P Waste Disposal Facility (WGDF). The CQA/QCP addresses quality control <br />assurance for construction and installation of environmental control systems at the WGDF including <br />earthen materials (embankments, soil drainage layers and surface water control structures) and man -made <br />geosynthetics materials (geomembranes, geonets, pipes and fabrics). This CQA/QCP is intended to be a <br />"working" document that is updated to reflect changes in specific materials used, in installation practices <br />or in tests and test methods. <br />The subsequent subsections address each facility component separately and are further subdivided into <br />sections on pre - construction, construction, and post - construction tests and observation activities unique to <br />each component. <br />The definitions used to identify responsibilities are provided below. <br />Facility Owner /Operator — Western Gravel, LLC <br />Design Engineer — NWCC, Inc. <br />CQA Engineer — NWCC, Inc. <br />Surveyor — Joy Surveying <br />EARTHEN MATERIALS <br />This part of the CQA/QCP describes the earthen materials used in constructing the earthen berms <br />(embankments), soil drainage layers and surface water control structures for the facility. <br />Embankments <br />Earthen embankments constructed for the cells and surface water control structures will be constructed <br />using the on -site soils (sands, clays, sandstone and claystone). The soils must classify as a SM, SP, SC, <br />CL, CH, GP, GC or GM soil in accordance with the Unified Soil Classification System. Th e soils will be <br />placed in loose 9 inch maximum lifts and compacted to at least 95% of the maximum standard Proctor <br />density at -3 to +3 percent of the optimum moisture content. Areas receiving fill shall be stripped of <br />topsoil or existing stockpiled materials, scarified, moisture treated and properly compacted prior to fill <br />placement. <br />Field compaction (moisture- density) tests shall be conducted on the embankment fill materials by the <br />CQA Engineer at a rate no less than one test per 1,000 cubic yards (cy) of fill placed. Standard Proctor <br />and Classification (grain size and Atterberg limits) tests must be conducted on the embankment fill <br />materials at a rate no less than one test per 10,000 cy of fill placed or one test per soil type. The nuclear <br />moisture- density (compaction) field testing methods used by the CQA Engineer during construction are <br />presented in Table 1. Table 2 shows a list of the required field tests and testing frequencies for fill <br />materials used in the construction of the embankments. Table 3 shows the required laboratory tests and <br />testing frequencies for the fill materials placed in the embankments prior to and during construction. <br />NWCC INC. <br />
