Design and Operations Plan <br />Western Gravel E & P Waste Disposal Facility <br />Any questions or comments regarding the DOP that CDPHE and/or Rio Blanco County BOCC may have can <br />be referred to NWCC at (970) 879 -7888. <br />1.2 GENERAL INFORMATION <br />A COD and SUP are being requested for an approximately 57.4 -acre area including WG current Phase 1 gravel <br />mining and aggregate processing operations and an adjacent area west and southeast of Phase 1. The proposed <br />E &P waste disposal facility will be owned by WG and operated by employees of WG. Facility access is directly east of Rio Blanco County Road (RBCR) 5. RBCR 5 is also <br />known as Piceance Creek Road. To travel to the site from Meeker, travel south on Highway 13, travel west on <br />Highway 64, travel south on RBCR 5, cross the White River bridge, and take the first left turn arriving at the <br />WG gated entrance and scale house. A private, two lane gravel access road leads to Phase 1 and the proposed <br />WGDF fill area. The fill area is approximately 1 1/2 miles from the scale house and facility entrance. The <br />approximate facility location is shown on Figure 1 and the WG facility plan is shown on Figure 2. WGDF <br />details and adjacent properties are shown on Figure 3. The facility property and COD boundaries are shown on <br />both Figures 2 and 3. <br />The WGDF requested COD includes approximately 57.4 acres located in parts of Tracts 38, 39, and 41 of <br />Township 1 North, Range 96 West in Rio Blanco County, Colorado. Of the 57.4 acres, approximately 10 acres <br />will remain undisturbed. Total landfill cell area is approximately 14 acres and site improvements (e.g. access <br />roads) are approximately 33 acres. Although the COD will be for the entire 57.4 acres, actual filling of <br />proposed cells will be conducted in a phased approach managed by Rio Blanco County through SUP <br />conditions. A total of five cells (Cells A through E) including two stormwater retention ponds are proposed. <br />Initially, only Cell A and Pond 1 will be constructed as Phase 1. Phase 2 will include Cell B and a stormwater <br />retention pond, Phase 3 will include Cell C, Phase 4 Cell E and Phase 5 Cell D. It should be noted that an area <br />within the COD and to the west of Cell A is included as part of Phase 1 in order to provide a staging and <br />equipment logistics area. Prior to initiating each subsequent filling phase, an SUP amendment by Rio Blanco <br />County must be requested and approved allowing further cell development. Filling phase sequencing is <br />illustrated on Figure 3A and the legal description of Phase 1 is included in Appendix A. <br />In general, cells will be constructed, filled, and closed as mining proceeds and based upon energy industry <br />waste disposal needs. The estimated waste capacity at build out is approximately 397,000 cubic yards (cy). <br />Including daily and interim cover, the total capacity will be approximately 467,000 cy. Based upon an <br />anticipated waste acceptance rate of 46,800 cy per year and an estimated facility waste capacity of 397,000 cy, <br />it is estimated that the facility will provide approximately 8.5 years of E &P and PCS waste disposal life. <br />Based upon Rio Blanco County (RBC) records, the facility is currently zoned for agricultural use. The facility <br />location is consistent with current area uses including heavy commercial use (e.g. gravel mining and aggregate <br />processing). Several commercial businesses (e.g. gravel mining and aggregate processing, production water <br />transportation) are located in the immediate vicinity west of the WG scale house and along RBCR 5.
