Design and Operations Plan October 24, 2011 <br />Western Gravel E & P Waste Disposal Facility Page 47 of 51 <br />5.4 EROSION CONTROL <br />Mulching is recommended in order to help minimize water and wind erosion prior to permanent vegetation <br />establishment. Mulch should be clean, weed free straw and applied at a rate of 3,000 pounds of air dry <br />mulch per acre. Mulching should not be conducted during windy days. Following placement, mulch will be <br />crimped into the soil using a disc or mulch crimper. Mulched areas shall be protected from animal grazing <br />and trampling until vegetation is well established. <br />5.5 WEED CONTROL <br />In order to enhance establishment of adequate grasses and minimize weed invasion, weed control measures <br />will be conducted. In the event that weeds are present, during early spring and summer of the first growing <br />season, appropriate herbicides will be applied. Herbicide manufacturer instructions should be followed. <br />Livestock should be excluded from the area for a minimum of one year and preferably two years in order to <br />allow establishment of grass species. . <br />5.6 FINAL CLOSURE <br />Other facility components present at fmal closure include stormwater controls, roadways, buildings, and <br />access controls. No nuisance conditions or water pollution associated with the facility will be present at the <br />COD or Point of Compliance (POC) at fmal closure. Stormwater controls (e.g. retention ponds, run -on and <br />run -off controls) will remain in order to help manage stormwater and erosion at the facility. <br />Building structures are not anticipated to be constructed at the landfill footprint area. How ever, a scale house <br />and scales are located at the facility entrance approximately one mile from the landfill and will be used for <br />gravel mining to be conducted at the Phase 2 gravel mining area. The facility access gate will continue to be <br />used for site security and access control. The facility roads including stormwater control s (e.g. ditches, <br />culverts) will continue to be used for access to the landfill and Phase 2 gravel mining operations. Borrow <br />materials for landfill daily and final cover will be ob tained from the Phase 2 mining area. The intent is to <br />permit Phase 2 in the future for use as a landfill similar to Phase 1 as an alternative mining reclamation <br />method. <br />NWCC, Inc. <br />
