SITE RECLAMATION ACTIVITY <br /> APRIL 1996 TO MARCH 1997 <br /> Reclamation activity during the 1996 reporting year (April 1996 to <br /> March 1997) consisted of site cleaning, maintenance of vegetated <br /> areas, bulkhead valve closure and implementation of the Consent <br /> Decree projects negotiated with CDPHE to provide a mechanism for <br /> release from discharge permits and allow final site reclamation. <br /> In the following sections of this report, environmental activity <br /> during the 1996 reporting year and planned environmental activity <br /> for the 1997 reporting year is discussed on a site by site basis. <br /> A summary of acreage disturbed and reclaimed is presented in Table <br /> A (page 2) . <br /> AMERICAN TUNNEL PORTAL AREA - Plate No. 1 <br /> During the 1996 reporting year, an additional 0. 17 acres were <br /> disturbed and 0. 36 acres were added to the acreage undergoing <br /> reclamation. Mining activity was suspended in July of 1991 and <br /> final reclamation started with implementation of the mine drainage <br /> bulkhead program. <br /> TR-19 was submitted and approved during the 1996 reporting year to <br /> include Consent Decree projects affecting MLR permitted lands. At <br /> the American Tunnel portal area, this included construction of a <br /> diversion to allow treatment of a portion of Cement Creek on a <br /> temporary basis while the Consent Decree mine remediation projects <br /> are under construction. <br /> Reclamation and environmental activity during 1996 consisted of; <br /> 1) general site cleaning. Solid waste was disposed of via the <br /> local landfill operator (ie wood, paper etc. ) and steel was <br /> recycled through a metal recycler. <br /> 2) maintenance of stormwater runoff controls. <br /> 3) completion of the upland subsurface water interception and <br /> diversion (TR-18) . <br /> 4) construction of a system to divert and treat water from Cement <br /> Creek in the American Tunnel water treatment system. This <br /> project was undertaken as part of a voluntary Consent Decree <br /> agreement with the CDPHE in order to resolve issues related to <br /> bulkheading of the Sunnyside Mine in order to stop mine <br /> drainage and allow final reclamation (TR-14, TR-16) . This <br /> project was included in TR-19 and was also permitted under a <br /> San Juan County Land Permit and U.S. Army Corps of Engineers <br /> Section 404 Nationwide Permit. The diversion and treatment of <br /> Cement Creek became active in August, 1996. <br />
