New Elk Coal Company
Permit C- 1981 -012
New Structures and Geotech Work
MR -105 is processed to obtain approval to construct two buildings, drill five geotechnical
holes, construct light use roads, and incorporate a letter into the permit from CDPH &E regarding
use of flocculent.
The buildings are an office shop and pump house. The 100 foot by 50 foot office shop
will be constructed west of the preparation plant. The 12 foot by 12 foot pump house is located
below pond 1.
The five geotechnical holes are located at the west mine where a second development
waste disposal site may be proposed. The 6 inch diameter borings will be drilled to depths of 50
to 70 feet. The light use roads, if necessary, will be constructed with a small track dozer. Light
use roads will only be wide enough to achieve safe access of the drill rig. A track mounted drill
rig will be used if one is available. Light use roads will not need to be constructed if a track
mounted drill rig is used. Approximately 675 feet of light use road construction is proposed.
Holes will be drilled from the light use roads so no drill pads will be required.
This document estimates the bonding required to seal the drill holes, fill in the test pits,
regrade the road and seed and much the area. In summary, the estimate is:
MR -105 Buildings & Geotech Holes
Total direct cost
$27,548
Job supervision hours
16
Job supervision cost
$0
Profit, insurance, bond
$3,601
Contract
$32,086
Engineering
$1,364
Reclamation management
$1,604
Estimated bond
$35,053
MR -105 Exhibit 28- Page 226 Revised 01/12/12
