New Elk Coal Company
Permit C- 1981 -012
Expand DWDA & Remove Culverts
TR -60 provides for the expansion of the development waste disposal area (DWDA).
There is a topsoil stockpile located immediately west of the DWDA. That topsoil stockpile will
relocated to an approved topsoil stockpile storage area. The DWDA will then be expanded to the
west. The footprint of the DWDA increases 1.4 acres from 3.0 to 4.4 acres.
TR -60 will also facilitate the installation of the conveyor system from the DWDA to the
RDA beltline. Three new culverts will be installed along the proposed conveyor corridor. The
haul road located north of the development waste disposal area will be extended to the proposed
loading point for the conveyor. The classification of an access road located south of the coal
preparation plan will be changed to a haul road. In addition to the three new culverts, eleven
culverts were added to Map 13 Sheet 1, based on survey data of existing culverts and in
anticipation of the installation of culverts in the future. Two culverts (C28 & C29) located in the
drainage ditch north of the DWDA were resized and they are included in the reclamation
estimate.
This document estimates the bonding required to reclaim the expanded DWDA area and
remove the new and expanded culverts. The estimate is:
Remove Culverts Reclaim 1.4 Acres of DWDA
Summary
Total direct cost
$10,369
Job supervision hours
8
Job supervision cost
$468
Profit, insurance, bond
$1,355
Contract
$12,193
Engineering
$518
Reclamation management
$610
Estimated bond
$13,321
TR -60 Exhibit 28- Page 211 Revised 12/3011
